Worker Housing Requirements in Saudi Arabia: Complete Compliance Standards Guide

Providing worker housing in Saudi Arabia involves far more than renting a building and setting up beds. Multiple government authorities enforce detailed requirements covering everything from room dimensions to fire safety systems. The Ministry of Human Resources and Social Development (MHRSD), municipal authorities, and the General Directorate of Civil Defense each impose specific standards. Non-compliance results in fines ranging from SAR 5,000 to SAR 200,000, along with potential closure of the accommodation and suspension of recruitment services.

Worker Housing Requirements in Saudi Arabia: Complete Compliance Standards Guide

Introduction

Providing worker housing in Saudi Arabia involves far more than renting a building and setting up beds. Multiple government authorities enforce detailed requirements covering everything from room dimensions to fire safety systems. The Ministry of Human Resources and Social Development (MHRSD), municipal authorities, and the General Directorate of Civil Defense each impose specific standards. Non-compliance results in fines ranging from SAR 5,000 to SAR 200,000, along with potential closure of the accommodation and suspension of recruitment services.

This guide consolidates every major requirement into one reference document.

Ministry of Human Resources Requirements

The MHRSD issued the Worker Accommodation Regulation (Laihat Tanzeem Sakan Al-Ummal) setting minimum quality standards for any employer-provided housing.

  • Space and Capacity Standards. Minimum 4 square meters per worker. Maximum 8 workers per room. Ceiling height must be at least 2.5 meters. Each worker gets an individual bed with mattress, pillow, and clean linens. Personal storage (locker or wardrobe) is required for each resident.

  • Sanitary Facilities. One bathroom per 8 workers maximum. One toilet per 15 workers. One sink per 6 workers. Hot and cold water available 24 hours. Bathrooms cleaned at least twice daily.

  • Climate Control. Air conditioning maintaining temperatures between 18 and 27 degrees Celsius. Adequate ventilation (natural or mechanical) in every room. Regular AC maintenance schedules.

  • Lighting. Sufficient natural light through windows. Artificial lighting adequate for reading and movement. Emergency lighting in corridors and at emergency exits.

  • Kitchen and Dining. Equipped kitchen with basic cooking utilities or contracted catering service. Refrigerator for food storage. Dedicated dining area separate from sleeping quarters. Cooking inside bedrooms is prohibited.

Municipal Authority Requirements

Municipal authorities (Amana) handle building permits and location-based requirements. Standards vary slightly between cities but core requirements are consistent.

  • Group Housing License. Any accommodation housing more than 8 non-family members requires a group housing license. Applications are submitted through the Baladi electronic platform. License requirements include: valid property deed or lease, approved architectural plan showing room layout and facilities, Civil Defense certificate, and neighbor consent in certain cases.

  • Permitted Locations. Industrial and commercial zones: generally permitted. Residential neighborhoods: restricted with additional conditions (limited numbers, neighbor approval). Agricultural areas: permitted with special conditions.

  • Building Standards. Fire-resistant building materials. Cleanable flooring (tiles or equivalent). Walls painted with washable materials. Perimeter fencing for large compounds. Adequate parking facilities. Proper waste management (covered bins with regular collection schedules).

Civil Defense Requirements

The General Directorate of Civil Defense focuses on fire safety and emergency preparedness. These requirements are mandatory and must be met before a group housing license can be issued.

  • Fire Extinguishers. One extinguisher per 200 square meters maximum. Type selected based on risk assessment (dry powder or CO2). Inspection every 6 months and annual replacement. Mounted in visible, easily accessible locations.

  • Emergency Exits. Minimum two exits per floor. Exit width at least 90 centimeters. Doors open outward. Emergency exits must never be locked or blocked. Illuminated directional signage pointing to exits.

  • Alarm Systems. Smoke detectors in every room and corridor. Central alarm bell audible throughout the building. System tested quarterly. Regular evacuation drills conducted and documented.

  • Electrical Safety. All wiring installed by licensed electricians. Main distribution board with circuit breakers for each circuit. Extension cords and exposed wiring prohibited. Annual electrical inspection documented.

  • Evacuation Plans. Evacuation plan posted on every floor and at entrances. Workers trained on evacuation procedures. Designated assembly point outside the building.

Additional Requirements for Large Compounds

Compounds housing more than 50 workers face additional requirements.

  • Shared Facilities. Prayer room or mosque. Recreation area or sports court. Laundry room with washing machines. Medical clinic (compounds with 200+ workers). On-site management office with a designated supervisor.

  • Security. 24-hour security guard. CCTV cameras at entrances and exits. Visitor entry and exit log. Adequate exterior lighting.

  • Cleaning and Maintenance. Daily cleaning contract with a specialized company. Quarterly pest control. Monthly preventive maintenance schedule for AC, plumbing, and electrical systems. Covered waste bins with daily collection.

How to Ensure Full Compliance

  • Step One: Comprehensive Checklist. Build a checklist covering every requirement listed above. Conduct monthly internal inspections using this checklist. Document findings and corrective actions taken.

  • Step Two: Licenses and Certificates. Verify that the group housing license is current. Renew the Civil Defense certificate before expiration. Keep copies of all licenses on-site at the accommodation.

  • Step Three: Record-Keeping. Maintain an updated list of all residents. Keep equipment maintenance logs. File internal inspection reports. Document worker safety training sessions.

  • Step Four: Partner with a Specialized Provider. Specialized worker housing providers like Mnzil handle all compliance requirements on the employer's behalf. Housing comes fully equipped, licensed, and meeting every standard. Maintenance, cleaning, and safety are included in the service. This saves companies significant time and reduces violation risk.

Types of Permissible Worker Accommodations

MOMRAH categorizes worker housing into three main types:

1. Residential Buildings for Workers

  • Located within urban or residential areas.

  • Include shared units with essential facilities like kitchens, bathrooms, and sleeping quarters.

2. Dedicated Worker Compounds

  • Situated near large-scale projects or work sites.

  • Comprise multiple buildings with security measures and recreational facilities.

3. Mobile Units (Caravans)

  • Used for temporary projects such as construction sites or oil fields.

  • Designed for easy assembly and dismantling post-project.

⚠️ Note: Housing workers in standard residential apartments without official permits is strictly prohibited.

Digital Registration and Licensing

The regulation requires all licensing procedures to be completed electronically:

  • Balady platform. Submit a collective housing license application with engineering plans, Civil Defense certificate, and ownership deed or lease agreement. The license is valid for one year and must be renewed before expiry.

  • Qiwa platform. Register the housing address and link it to the company record. Update the data of resident workers. Report any address change within 30 days.

Companies that delay registration or renewal face automatic violations from the system.

Penalties for Non-Compliance

The regulation defines graduated penalties:

  • First violation. A written warning with a correction period (typically 30 days). If corrected, no fine is imposed.

  • Repeat violations. Financial penalties starting from 5,000 SAR up to 100,000 SAR depending on the violation type and severity. Health and safety violations receive the highest fines.

  • Severe violations. Immediate housing closure and worker relocation. Suspension of company services on ministry platforms. Repeated cases may result in commercial registration cancellation.

Conclusion

Worker housing requirements in Saudi Arabia are comprehensive, covering space, facilities, safety, licensing, and hygiene. Compliance is a legal obligation, not optional. Companies that invest in compliant housing protect themselves from fines and maintain workforce stability. Partnering with a specialized worker housing provider ensures full compliance without the burden of daily management.
